State-run Rail Vikas Nigam Ltd (RVNL) has emerged as the lowest bidder for a ₹359 crore contract from East Central Railway to build a second rail line on a key stretch in Bihar. The project, aimed at boosting rail capacity between Sitamarhi and Raxaul, is expected to be completed in three years.
